OK, dug into the Wizards Terms of Use and under User Content, Wizards states When the new version launches, the download version will no longer be updated.

PC and Mac Compatible: Requires an Internet connection and Silverlight plug-in. No Download: The Character Builder is served from the D&D site. New Design: Completely redesigned from top to bottom in Microsoft Silverlight as a robust character creation wizard. Wizards of the Coast have announced that they have a brand new web version of the D&D Insider Character Builder ready for launch on November 16, 2010.
